A UK government department responsible for skills and training, overseeing technical education and apprenticeships nationally.
Goal
To develop a comprehensive data strategy that improves how technical education and apprenticeships are planned and delivered.
No data strategy meant no consistent way to judge what was working.
The department’s technical education and apprenticeship programmes shape funding, curriculum and delivery decisions across the country, but there was no data strategy underpinning any of it. Data wasn’t being harnessed effectively enough to inform those decisions.
Without agreed metrics, there was no consistent way to evaluate an apprenticeship scheme, and no clear line between the data and the government’s broader goals and priorities.
Three constraints were non-negotiable:
- No strategy for harnessing data to inform funding and curriculum decisions
- No agreed KPIs to evaluate apprenticeship schemes
- No clear alignment between data and government-wide priorities

We developed a data strategy aligned with the department’s long-term goals for improving the quality and reach of apprenticeships, setting out how data should be used to support decisions on funding, curriculum and delivery.
The point of a data strategy isn’t the data. It’s the funding and curriculum decisions it should be able to change.
At the centre of it were the KPIs: key metrics defined specifically to evaluate apprenticeship schemes and feed directly into future policy, giving the department a consistent basis for judging performance.
We recommended the advanced analytics and reporting systems needed to put the strategy into practice, so the data collected could actually be turned into decisions rather than sitting in a report.
